I am directed by Lord Robert Cecil to acknowledge the receipt of your letter No.23527 of the 25th instant relative to the proposed transhipment at Hongkong of certain bales of hemp consigned from Manila to Switzerland.
I am to inform you in reply that Lord Robert Cecil concurs in the suggestion that these goods should be allowed to proceed without requiring the production in this country of the actual certificate of acceptance by the Société Suisse de Surveillance Economique.
I am to add that it is in general desirable that prohibited or restricted goods from neutral countries, landed at British overseas ports for transhipment to Switzerland, should be allowed to proceed, provided that they are consigned to the Société Suisse de Surveillance Economique and
accompanied by a certificate in the prescribed terms by a British, French, Italian or Swiss diplomatic or consular officer in the country of original shipment.
